In the Michigan Adult Foster Care (AFC) system, homes typically do not need to be re-zoned unless they plan to serve more than six residents. However, local municipalities may require additional permits, such as a business license or an occupancy permit, to operate legally. The state does not interfere with these local requirements, so it is critical for AFC providers to familiarize themselves with the specific rules of their locality. Understanding and complying with these regulations from the beginning can save time and prevent potential complications during the licensing process.
A thorough understanding of state licensing requirements is also essential. For example, homes serving physically handicapped or wheelchair-bound residents must have ramps installed at two locations to ensure accessibility. Additionally, medication must be stored in a properly placed, locked cabinet to prevent unauthorized access. Providers must also meet maintenance standards, which include ensuring no missing floor tiles, no holes in walls, and no missing window screens, demonstrating that the home is well-kept and safe for residents.

Other critical safety requirements include the proper placement of smoke detectors and fire extinguishers of a specific size and capacity. Providers must develop and implement Personnel Policies & Procedures, as well as a floor plan that includes an evacuation route. Regular inspections are necessary for certain appliances to ensure they are safe for use. In certain localities, such as Southfield, Michigan, additional fire suppression rules may apply, and providers should be aware of these local requirements. By planning and preparing for these safety and regulatory needs, providers can ensure that their homes are fully compliant and ready to operate smoothly.
